Health Programme Manager

Managing public health initiatives

What this life looks like

You manage the programmes that protect communities from disease and support their health. Health Programme Managers oversee the design and delivery of public health interventions — from malaria prevention and HIV treatment to maternal health services, vaccination campaigns, and community health worker programmes. In Africa, where the burden of disease is enormous and health systems are severely under-resourced, effective health programme management directly determines whether people live or die.

What she actually does

You design health programme interventions based on epidemiological evidence, manage programme implementation through government health systems and community partners, oversee health worker training and supervision, manage programme budgets and donor reporting, monitor health outcome indicators, coordinate with Ministry of Health and other health sector partners, adapt programmes in response to disease outbreaks or implementation challenges, and ensure programmes reach the most vulnerable and hardest-to-reach populations.

Why it matters in Africa

Africa carries 25% of the world's disease burden but has only 3% of the world's health workers. HIV, malaria, tuberculosis, maternal mortality, child malnutrition, and non-communicable diseases like diabetes and hypertension are major health challenges across the continent. Yet remarkable progress has been made — child mortality has halved in the last 30 years, HIV treatment has reached millions, and malaria deaths have been dramatically reduced. Health programme managers who can implement evidence-based programmes effectively at scale are central to this progress.

A woman in this field

Agnes Binagwaho

Rwanda

Agnes is a Rwandan physician, academic, and former Minister of Health of Rwanda who oversaw Rwanda's extraordinary health system transformation — achieving some of the world's fastest improvements in child and maternal mortality, HIV treatment, and health insurance coverage. As Vice Chancellor of the University of Global Health Equity (UGHE) in Rwanda, she is building a new model of health professional education rooted in equity and social justice. She is one of the world's most respected voices on health systems strengthening and evidence-based health programme management.

Take your first step

  • Research Rwanda's health system transformation — it is one of the most studied examples of successful health programme management in Africa, and the WHO and World Bank publish multiple case studies explaining how it was achieved
  • Study DHIS2 at dhis2.org — it is the digital health information platform used by over 70 countries to manage health programme data, and understanding it is increasingly important for health programme careers in Africa
  • Research AMREF Health Africa at amref.org — it is the largest African-led health development organisation on the continent and a major employer of African health programme professionals
  • Study the Global Fund to Fight AIDS, Tuberculosis and Malaria at theglobalfund.org — understanding how the Global Fund grants work, what they require, and how African governments and NGOs access them is essential for health programme management careers
