Education Policy Specialist

Government and NGO education reform

What this life looks like

You change education at scale. Education Policy Specialists research, design, advocate for, and evaluate the policies that shape education systems — funding formulas, teacher training requirements, curriculum frameworks, examination systems, school infrastructure standards, and the equity measures that determine whether education reaches every child. Policy changes can improve (or harm) the education of millions of children simultaneously.

What she actually does

You research education challenges and international evidence on effective solutions, analyse policy options and their likely costs and effects, consult with stakeholders — teachers, parents, students, civil society — draft policy documents and position papers, advise ministers and senior officials, monitor and evaluate policy implementation, and communicate evidence and recommendations through reports, presentations, and the media.

Why it matters in Africa

African education systems are undergoing rapid reform — driven by the Sustainable Development Goal on quality education (SDG 4), the African Union's continental education strategy, and the urgent imperative to improve learning outcomes for millions of children. Policy specialists who understand both rigorous international evidence and the specific contexts of African education systems are among the most valuable professionals in the education sector.

A woman in this field

Amina Abubakar

Nigeria

Amina Abubakar is an expert education policy consultant, youth advocate, and the Executive Director of the FlexisAF Foundation. Her policy and developmental work centers explicitly on institutional reform to address Africa's out-of-school children crisis. Amina has served as an advisory member on the Global Education Platform under the UN Special Envoy for Global Education, collaborating with international organizations like UNESCO and the World Bank to reform policy spaces. Her foundational initiatives, including the Talent Mine Academy, design and deploy alternative, tuition-free education models that directly inform regional education policies on equity, gender-based safety in schools, and marginalized student integration.

Take your first step

  • Read the UNESCO Global Education Monitoring Report — it is published annually and freely available at en.unesco.org/gem-report — one chapter is all it takes to understand the scale of Africa's education policy challenges
  • Research FAWE (Forum for African Women Educationalists) at fawe.org — they are the most important pan-African organisation advocating for girls' education and represent a potential career pathway
  • Study the SDG 4 on education — its targets and indicators define what African governments have committed to achieving in education by 2030
  • Practise writing a one-page policy brief: state a problem, summarise the evidence, and recommend a specific policy action. This format is the core output of education policy work
